Most Windows XP text utilities (like Notepad) support Unicode using UTF
Many Windows XP fonts have more than 255 character glyphs defined. For example, the font Arial has 1419 glyphs defined which covers many foreign languages and a lot of technical symbols.

The question remains - How do you insert UTF encoded UNICODE into a document like this HTML file? You can buy specialist editors and a new keyboard but if you just want to insert a small amount of يونِكود Arabic text there has got to be an easier way!
